The Northern Rivers Region emerged from the former Goulburn Murray and Loddon Zones. Initial proposals placed Bendigo at the heart of a new region, but after thoughtful consultation, a compromise was reached: Bendigo and Shepparton would jointly serve as administrative hubs, reflecting the diverse cricketing communities across the area.
On 18 May 1999, a foundational meeting was held in Shepparton, where John Harris was elected Convenor of a Steering Committee. This group drafted a new constitution and laid the groundwork for official operations.
By 22 August 1999, the VCCL formally confirmed the new regional structure, with Northern Rivers designated as Region 5. The Steering Committee transitioned into the interim management body, guiding the region until formal elections could be held.
The Northern Rivers Board held its first official meeting on 12 October 2000 at Deakin Reserve, Shepparton.
